A need to create RPO has arisen from the Act No. 275/2006 Coll. on information systems of public administration and from the National Concept of Informatization of Public Administration. The aim of the project was to provide valid data which would enable unambiguous identification of all legal entities and entrepreneurs registered in the source registers. The RPO has been supposed to become the only source of identification, location and administrative data with guaranteed content recognized by law. The system is supposed to integrate content of all existing and future source registers in which a legal entity, i. e. a legal entity and entrepreneur, is registered into one data-consistent source.

The project started in 2014 and was successfully handed over in 2016. Since then, we have been providing a support of the system.

  1. Assignment and its challenges

    The task was to create a single register that would collect and share information about legal entities registered in different databases. The system was designed to be flexible enough to change legislation and to include source registers that may arise in the future. It was necessary to consider the fact that individual source registers are not interconnected and contain data on a registered entity in a different quality, some of which were and still are kept manually (e. g. municipalities register self-employed farmers). Last but not the least, it was also necessary to ensure quality, completeness and most recent data.

  2. Approach

    From a technological point of view, the solution of the Register of Legal Entities is based on principle of integration and mutual interoperability of existing and future information systems of source registers. Creation of the RPO required its administrator to make necessary adjustments to legal framework and to guarantee it by law as a basic register. In addition to changes governing the "business" processes, it was also necessary to ensure semantic interoperability between individual source information systems, which was only possible by strict adherence to applicable standards for public administration information systems.

    The solution is built as a physical system with its own database obtained by entering data from source registers, which provides verification services of the entity for its users and other ISVS. Within the project, integration interfaces have been created on the part of the Commercial Register and the registers of the Ministry of the Interior of the Slovak Republic. A generic RPO register have been produced within the project for the above mentioned manual or only partially electronic agendas. The project also includes a central service for allocation of the Company ID numbers, which has eliminated common risk of non-allocation or a time-lag of allocation.

    Services within our solution can be used through the Central Public Administration Portal as well as the Integrated Service Points, which use RPO as a single source of reference electronic data on legal entities and entrepreneurs needed for the registration of an entity, e. g. at the Tax Directorate, the Labour Office and the Social Insurance Agency.

  3. Result – benefits of the new solution

    Our solution provides reliable data on registered economic entities and represents a significant benefit not only for public and financial sector institutions, but also for entrepreneurs. Positive effects can be seen mainly in the following areas:

    • acceleration of the Company ID number issuance;
    • simplification of tax and public finance administration;
    • streamlining legal contributions to funds;
    • simplifying agenda of loan offering and safeguarding compliance to commitments;
    • elimination of administrative burdens while dealing with life situations of legal entities and entrepreneurs with application of the "once and for all" principle;
    • processing of agendas requiring outputs from RPO source registers, where it is no longer necessary to download, check, and archive paper documents because the required data are obtained directly from RPO.
