The aim of the project was to enable Slovak citizens to apply for issuance of new personal documents (ID card, driver's license, passport, diplomat card, and replacement travel document) directly at Slovak consulates around the world. In order to do so, it is necessary to obtain and verify their biometric data in their own systems and, at the same time, in the systems of the Ministry of Interior of the Slovak Republic. As mobile workplaces have also been a part of the delivered system, these services can also be used by disabled and sick citizens directly from their homes or in hospital.
We started the project in August 2008 with the first module. The system was gradually supplemented and its last module was successfully integrated in March 2019.

Assignment and its challenges
The Slovak Republic issues biometric documents to its citizens with a readable data page and a contact or contactless chip, in which data are stored in several levels of security with either a free or a limited access. According to current legislation, there can be only one place in each EU member state where personal documents are issued, but applications for issuance of such documents are collected in several places, including consular offices of the Slovak Republic abroad. To support this agenda, it has been necessary to create and implement an Information System for issuing personal documents and to equip workplaces with necessary technical devices for obtaining biometric data. Requirements for creation of the system includes its integration with relevant agenda information systems of the Ministry of Interior of the Slovak Republic, as well as full compliance with European and national legislation.

Approach
IS Doklady has been built gradually as national legislation has been evolving and documents have been added gradually, which can be applied for and subsequently handed over abroad (e. g. ID cards, driver's licenses, passports, replacement travel documents, diplomatic ID cards).
The application communicates with a relevant application of the Ministry of Interior of the Slovak Republic, identifies applicant, collects, and prepares all necessary data (both for visible data page and for electronic chip), and forwards them for final personalization. During the process of personalization and delivery of documents, their route is monitored and after being issued to a holder, the data on new documents are updated in relevant information systems of state administration. Selected functions of the IS Doklady have also been prepared for their mobile use – which means that data acquisition can also take place outside an office (e. g. in a hospital or at home of a disabled applicant). For this purpose, mobile workplaces have also been delivered as a part of the system – a suitcase with a laptop and all of the necessary peripherals.

The system developed by us enabled citizens of the Slovak Republic abroad to request new documents, to make processing of application automatic, to verify applicant's data, to deliver and issue prepared documents, and to update data in relevant state systems.
